How much is one graphic design hour in central europe? 50 (student) - 150 (professional) €
How many hours is a complete custom made forum layout? 10? 20?
Is there a possible flat charge you could appoint with the designer? Maybe?
Or are you just looking for free services from your loyal fanbase?

There you go, calculate yourself, and maybe you give some more specific information about the job. Noone will apply if you post no information what it is about.

I think Grin had in mind free service but it's impossible to find someone that skilled for free.
