Those are great news my friends, firstly:

"We're open to the idea of custom PvP matches, which would allow for duels in the arenas. There are a lot of decisions before we can get there, but on the design philosophy front we don't have anything against practice duels or other custom matches (1v4?)"

and secondly

"but I've seen some people start to get ideas that it's going to be an eSport, and that's just not something we're targeting"

I think that it says all ;)

Blizz always delivers some kind of custom game options in their titles so it was very unlikely that D3 pvp would be only about random matchmaking.

There's more of this

"the best' part imo

Q: uhh I still don’t get it. If you balance PvP and PvE separately, this issue of one’s balance affecting the other would never occur.
A: Aside from some very basic user experience issues it would cause, and which we vehemently oppose, asking us to design, balance, and maintain two separate games just isn’t reasonable.

lol :D
Great reasoning. It's bad because, we don't like it/we don't feel like doing this.

I hope they will fail badly with their DOTA thingy, because that's why they don't care even though it would take a lot less time/money to make D3 balanced and tour ready then developing (copycating) another DOTA game and compete in well established market. Not saying that it would expose those several mln ppl playing D3 to some serious PvP (if they wouldn't like it they could always stick to PvE/fun unbalanced standard pvp).
They used to be a forerunners that's what brought them success until now (or rather until wow).

Very good news for. Some time ago i've read some 'blue' reply that they don't plan to make duel system like that from Diablo 2. I wondered than if it will be possible to 1v1 on arenas, but from what Bashiok wrote i assume it will be possible. PvP is all i care in the end at D3, so good news i guess.

I've seen things you people wouldn't believe. Attack ships on fire off the shoulder of Orion.
I watched c-beams glitter in the dark near the Tannhäuser Gate.
All those moments will be lost in time, like tears in rain. Time to die.
