we dont need website design, the one we already have is good enough, what we could need is to change how the forum looks like and make it modern and clearer for new users

How much is a ready made forum layout? 100 - 200 €? How much is one graphic design hour in central europe? 50 (student) - 150 (professional) € How many hours is a complete custom made forum layout? 10? 20? Is there a possible flat charge you could appoint with the designer? Maybe? Or are you just looking for free services from your loyal fanbase?
There you go, calculate yourself, and maybe you give some more specific information about the job. Noone will apply if you post no information what it is about.

I think Grin had in mind free service but it's impossible to find someone that skilled for free.

You also have to consider that you need a guy who has experience in screendesign and web technologies (programming, code behaviour, viewport, media queries etc. is an essential part of knowledge if you design for online media), not a graphic designer, who designs for offline and print media mostly.
Free tip: Go the easy way, buy a template, hire someone or do it yourself: exchange the template graphics. Done.
Another big part of this job or of this page in general: d3cl brand - create a guide, pass it on and draw it through all of your presence: main page, forum, facebook, league, videos, advertisements. A consistent brand appearance is key to survive in the jungle of d3 related pages. As you may know, you're not the only d3 league around these days. With the announcement of 1.07, tournament and league pages are popping out of nowhere like mushrooms. Just check diablofans.

yea, we know thare are some other websites oriented on pvp. we are ready to compete with them for players however advertising is our weak point so far.
PS: student graphic designer is about 2-2.5 € =]
